社会资本能有效提高社会经济运行的效率.福建民间非制度化社会资本存量丰富,但政府制度化社会资本较欠缺,影响社会资本作用的全面发挥.建设一个服务型的政府,依法治省,整治市场经济环境等是当前优化经济软环境的当务之急.福建省在发展县域经济、建设海峡西岸经济区过程中,不仅仅要吸引台资、侨资等外资,还需要吸引本土民营资本回归.

The social capital can enhance the social economy movement efficiency. In Fujian non-institution social capital storage is rich, but the government institution social capital is defective, which affects society capital function comprehensively. It is urgent to optimized current economical soft environment by constructing a service government, governing the province legally, renovating the market economy environment and so on. Fujian Province in the development county territory economy, in the construction of Western Strait bank economic zone process, is not only foreign capitals and so on attraction investment from Taiwan, overseas investment, but also needs to attract the local capital returning.
