通过分析新加坡旅游发展的成功经验,结合湘西州旅游产业发展的实际情况,找出湘西州旅游产业发展缓慢的原因,并在此基础之上指出湘西州旅游产业需要重新界定地方政府在旅游产业发展过程中的地位和作用,旅游产业发展需要整合旅游的六大要素,而非旅游目的地,还需要带动全民参与。
