摘要
公共部门人力资源合理有序的流动,是公共部门人力资源实现新陈代谢,增强生机和活力的重要途径。目前我国公共部门人力资源在合理流动方面已经有了很大的进展,但流动态势中的"逆流"、"盲流"等问题仍不容忽视。对我国公共部门人力资源流动机制创新就必须重点创新公共部门人力资源流动市场配置机制、协调机制、评价机制、激励机制和约束机制。
The reasonable and orderly flow of human resources in the public sector can realize the metabolism and strengthen the vigor and vitality. China' s public sector in the rational flow of human resources has made great progress, but the trend in the flow of "upstream" and "blind" and other problems can not be ignored. To innovate mechanism of public human resourcess' flow,we must innovate Market allocation mechanism, Coordination Mechanism, Evaluation Mechanism, Incentive and restraint mechanisms of public human resources.
