大部制是西方发达国家最早实施的管理国家事务的行政制度,并已取得很大成效。多年以来,我国也一直在探索政府职能和政府机构的优化配置问题。以大部制改革为龙头的新一轮政府机构改革已正式启动,同时作为我国政治体制改革的新切入点,其正在逐步实现制度移植的实践化和本土化。

In the recent years, our country has also been exploring the functions of the government and the optimal allocation of the government organizations. The new round of the reform of the government organizations, which begins with the super-ministry, has been started formally. And as the new breakthrough point of the reform of our country＇s political system, it has been gradually developing towards both the practice and the local adaptation of the system transplantation.
