在大科学时代,综合竞争力的大小取决于其综合创新能力,尤其是自主创新能力。科技工作者作为拥有深厚学科专业技术知识的社会主体,应当充分认识我国科技发展面临的形势和任务,充分认识我们肩负的历史责任,把握新科技革命给我国带来的前所未有的重大机遇,下决心提高自主创新能力,为构建和谐社会奠定坚实的科技基础,这是时代对我国科技发展的历史要求,也是每一名科技工作者的社会责任。

During the big science times, the level of synthesizing competition depends on the innovation ability, especially on the capability of independent innovation. Scientific and technical workers are the main body of society owning deep major knowledge in special fields. They shall know sufficiently the circumstances and mission confronted on the development of our country science and technology. Grasping the hitherto unknown significant opportunity that new scientific and technological revolution brings about our country, they shall know sufficiently the historic responsibility that we take on. They shall deter- mine to improve capability of independent innovation and establish the solid basis of science and technology for structuring harmonious society. It is the history demand that the development of the times to our country science and technology. It is also community responsibility of the scientific and technical workers.
