私家车消费的负外部性及其治理 被引量:2

摘要 中国目前已经成为世界上最富有成长性的汽车销售市场。私家车为人们带来了许多便利和享受,在扩大内需、促进经济发展、提高城乡居民的生活水平等方面,都具有不容置疑的作用。然而,私家车的快速发展也带来了城市交通拥堵、能源短缺、环境污染等诸多负面问题。本文阐述了外部性的涵义和经济学家治理负外部性的思路,并联系我国实际论述了私家车消费的各种负外部性,在结合国外成功经验的基础上,最后提出了我国私家车消费负外部性的治理对策。 China has already become an automobile sales market with highest growth in the world. Private automobiles have brought people much convenience and pleasure. No one doubt the role they play in expanding the domestic need, improving the economic development, and raising the living standard of both urban and rural residents. However, the high development of the private cars has also brought the bad effects such as trafficjam, energy shortage and environmental pollution. This paper eiaborates the definition ofnegative externality and the economists' thoughts about solving this problem, analyzes various negative externality problems by closely combining with our country's present reality, and puts forward the countermeasures on the basis of some useful foreign experiences.
