论突发公共事件与城市应急管理——以济南市为例

On Public Emergency and Urban Emergency Management Based on Jinan City

建立运转高效的城市应急管理体系,提高应对突发事件的快速反应能力,已成为城市发展的迫切要求。济南市应结合城市实际情况,借鉴国外先进经验,针对中小城市突发事件的特点及现存问题,构建一套科学的应急管理系统,加快城市应急管理能力建设,从事发后的应急处置向预防、处置和恢复全过程管理的转变;从部门为主的单灾种向综合应急管理模式转变。各级政府必须制定出最有效的公共政策,以最快的速度化解各种危机、减少突发事件发生率,以保障国家、社会和公众的安全。

It has become an urgent requirement to build effective urban emergency management and to increase rapid response ability to handle emergency. Comprehensively considering actual situations, advanced foreign experience, and the characteristics and problems of emergency in middle and small cities, Jinan city should construct a set of scientific emergency management system, and quicken construction of urban emergency management, changing from afterwards emergency treatment to prevention, treatment and recovery, and from single to comprehensive emergency management. The government should make the most effective public policy to solve various crises quickly and to decrease emergency to guarantee the security of our country, society and public.
