An overview of British legislation in coal industry health and safety

英国是目前世界上矿山事故率最低的国家之一。以煤矿为例,近些年来英国创造了连续多年零死亡事故的记录。严格的矿山安全监管是英国矿山实现零死亡事故的重要原因,主要体现在两个方面:一是在相关的法律法规中有严格的安全管理规定;二是建立职业安全健康监管机构。本文重点阐述英国采煤业职业健康安全立法情况。

Britain is one of the world＇s few countries whose mine accident rate is the lowest in the world＇s mining sector. In coal mining sector proper, Britain has been successful over many years in the past with zero death. Strict mine safety regulations and supervision are the basic reasons for the multiple year zero-death record. This is reflected in two aspects, i.e. firstly, strict safety rules are adopted in mine safety laws and regulations and secondly occupational health and safety regulatory organs are in place in charge of occupational health and safety. This article focuses on elaboration of the legislations on occupational health and safety of the British coal mining sector.
