完善财政支农资金管理的有效对策

随着新农村建设步伐的加快,政府财政性资金的扶持力度也不断加大,为了使有限的财政支农资金发挥出更大的效益,应该加强对财政支农资金的监控和管理。要整合财政支农资金,完善支农项目库的建设和管理,建立科学的项目评审制度,对支农资金进行全程监控和绩效考核,充分发挥财政支农资金在新农村建设中的巨大作用。

With the rapid development of new rural reconstruction, governmental support of the fiscal funds has been increased. In order to make the limited funds bring about the greatest efficiency, we should reinforce the monitoring and management of financial agriculture-supporting funds. Fiscal funds for agriculture should be integrated, the construction and management of agriculture project storehouse should be perfected, a scientific evaluation system of projects should be established, the whole process monitoring and performanee evaluation of fiscal funds should be carried out. The aim is to give full play to fiscal funds for supporting agriculture in new rural reconstruction.
