摘要
详述了国内外森林生态补偿的发展概况,深刻分析了生态补偿的三个关键科学问题,并指出了今后的研究方向:明确与我国现实需求相一致,具有中国特色的生态补偿概念;建立一套具有现实有效性、能与当地社会经济发展水平相一致的生态补偿标准;进一步研究自愿协商的方式在生态补偿中的应用,在政府的协调下,通过生态付出区和生态收益区民主协商,建立上下游联动,根据市场变化灵活浮动的生态服务补偿方式。
Ecological compensation area has been a hot and hard point of ecological protection with the increasing contradiction of the resources and the environment. Advancement of forest ecological compensation and three key scientific issues was evaluated in the present paper, which highlights the future direction of research.（1） Ecological compensation concept consistent with actual situation of china can strengthen the establishment of it in ecological protection. （2） It should be established multilateral ecological compensation with practical availability and consis- tent with the local social- economical development. The role and duty of government should be definite. （3） Under the management of government, the availability of unconstraint and negotiator method need further research, ecological compensation mechanisms depending on market through democratic negotiation of ecological input and output area should be established.
