关于与GDP核算有关的若干统计问题

Research on Some Statistical Issues Related with GDP

本文讨论了与GDP核算有关的四个方面统计问题:一是讨论了在支出法GDP核算中,如何处理居民住房支出问题,尤其是对居民购买住房支出和建设住房支出作为投资处理的原因进行了比较详细的分析;二是讨论了国际标准关于财产性收入的定义和在我国现行专业统计制度关于财产性收入处理中存在的问题;三是讨论了土地出让金是否应当计入GDP的问题;四是讨论了在专业和部门统计中的社会消费品零售额、全社会固定资产投资、贸易差额与在支出法GDP中的最终消费、固定资本形成总额、货物和服务净出口之间存在的区别问题。本文试图对这些社会上经常产生疑问的统计问题进行阐释。

This paper discusses four statistical issues related with GDP:(1)how to treat household expenditure on housing in GDP estimation by expenditure approach,especially the reason in detail why treat the expenditure of purchasing houses and building houses by household as investment;(2) the definition of property income by international standard and the existing problems of treatment of property income in China's current statistical system;(3)if the land transfers fees should be accounted into GDP;(4)the differences between the total retail sale of consumer goods,total investment in fixed assets,balance of trade in the sub-department statistics and the customs statistics and final consumption expenditure,gross fixed capital formation,net exports of goods and services in GDP estimation by expenditure approach,respectively.
