水库移民区域产业化管理探讨

Discussion of regional industrialization management for reservoir resettlement

我国水库移民安置中单一的农业措施难以满足新时期移民"逐步能致富"的目标,移民经济发展需要在库区和安置区实施不同的产业化模式。移民区域产业化管理措施需要从思想观念、利益协调、政策环境和以法管理等层面考虑。为实现我国水库移民生产从个体农业向产业化发展演进,对水库移民区域产业化管理加以研究,以解决中西部大开发战略实施,及沿海经济发达地区用水用电决策下产生的移民群体的生产和生活问题。

The different industrialization modes between reservoir area and resettlement area should be implemented for migration economic development owing to the single agricultural measures can’t satisfy the target of gradual affluence for migration in the new era on the reservoir resettlement in China. Furthermore, management measures of migration regional industrialization need to be considered, such as the ideological concept, interest coordination, policy environment, legal management and so on. To realize the reservoir migration production evolution from individual agriculture to industrialization, the paper studies the regional industrialization management for reservoir resettlement region, which would solve the strategy implementation of central and western development and migration group production and life problems caused by the decision-making of water and electricity use in the circumlittoral developed zone.
