以服务外包为突出特征的新一轮产业转移正在席卷全球。我国沿海城市凭借其得天独厚的区位优势已成功地承接了国际制造业产业转移,成为中国经济发展的龙头。在当前全球金融危机愈演愈烈的情况下,加快服务外包产业的发展对于促进沿海城市产业结构升级,经济社会协调发展具有极其重要的战略意义。烟台是我国重要的沿海城市,基于钻石模型的分析,烟台服务外包产业竞争力提升路径是:从战略高度发展服务外包产业,进一步优化产业发展环境;依托比较优势,重点发展业务流程外包;政企合力,加快服务外包人才培养和引进;积极拓宽国际市场,开发国内市场,使两者相互促进;加快成立并发挥行业协会的积极作用;加快资源整合,以提高服务外包产业的整体竞争力。

The new round of industrial transfer characterized by service outsourcing is rising fast. The coastal cities of China have successfully undertaken the international industrial transfer of manufacturing and become the flagship of China＇ s economic development with their advantageous location. In the serious global financial crisis, aeelerating the development of service outsoureing industry has great significance for upgrading the industrial structure and coordinating the development of coastal cities＇ economy and society. Yantai is one of the important coastal cities of China. The analysis of enhancing the competitiveness of the service outsoureing industry in Yantai city based on the Diamond Model will serve as an example for the other coastal cities in China. The ways to enhance the ompetitiveness of the service outsoureing industry in Yantai city include developing service outsoureing industry strategically and further optimizing the environment for industry development, relying on the comparative advantages and developing operation flow outsourcing emphatically, joining the efforts of the governments and enterprises to accelerate the introduction and cultivation of talented persons, developing international market and domestic market actively, setting up guilds quickly and exerting their functions, quickening the integration of resources and enhancing the comprehensive competitiveness of the service outsoureing industry.
