Many countries and regions, in virtue of the development of the third industry, have achieved the upgrading of industrial structure and kept economic growth. The cluster development of modem service industry is inseparable with financial enterprise convergency and the development of financial credit. The authors compare and analyze the international mode of the cluster development of modem service industry and the common traits of financial enterprise convergency and its effect, then analyze the relationship between financial credit activities and the adjustment of industrial structure with the development of economy and finance in Shanghai as an example, and explore the way of cluster development of modem service industry through financial enterprise convergency and the development of financial credit.
