This paper introduces common channel investing and management experiences in abroad and analyzes investing and financing situation on colligating pipe gallery at Taiwan, Guangzhou University town, Shanghai and Beijing in China etc. thus makes a conclusion that available policy of constructing colligating pipe gallery must make the best use of circumstances when financial capacity of the government is relatively weak.
