Development,the guarantee of harmony,means both a harmonious and a comprehensive development. The building of a harmonious society cannot be made if without development, and development must presuppose settlement of people＇s subsistence and progress, and focus on overall urban-rural planning and integration with consideration of the national-local balance and the micro-macro balance, attach more importance to the institutional building of scientific development,and make every effort to ensure the systematic guarantee for the building of a harmonious society.
