产业集群竞争力的定义落脚到竞争优势,是因为竞争优势能概括产业集群竞争力的"因素"、"结构"和"能力"三个属性。产业集群竞争力是一种自组织力、耦合力和协作力。政府作为引导产业集群发展的政策制定者和实施者,对产业集群竞争力的提升发挥着重要的作用:政府要根据当地经济特色科学地制定产业集群发展规划;为产业集群提供全方位的公共服务;建立产业集群多元化投融资体制;培育促进产业集群发展的区域文化;培植带动产业集群发展的"龙头企业";配合产业集群发展建设和完善地方专业市场;制定区域品牌发展战略,切实加强区域品牌的建设;推进产业集群融入全球价值链;等等。

The competitivess of the industry clusters should be defined in light of their competitive priority, which can cover the ＂factor＂, ＂structure＂ and ＂power＂ of the Competitiveness of the industry clusters. This competitiveness is the power of self-organization, combination and coordination. The government, which makes and carries out the policy to guide the development of industry clusters, plays an important orle in upgrading the competitiveness of the industry clusters. On the basis of the local economic features, the government should make the development plan for the industry clusters in a scientific way, provide them with all-around public service, establish all kinds of investment and capital absorption systems, cultivate the local culture for promoting development of industry clnsters, support the leading enterprises that lead the development of industry clusters, coordinate development construction of the industry clusters and perfect the local specialized market, lay out the development strategies for the regional brand, and enhance the establishment of the local brand in a practical way and promote the industry clusters to integrate into the value chains of the world.
