县级市域新型工业化评价与推进路径——以新沂市为例

Evaluation of County New-Pattern Industrialization and Promoting Paths——A Case Study of Xinyi City

以新沂市域为研究对象,从工业化水平、工业化质量、工业化协调性与可持续性三个方面构建新型工业化评价指标体系,采用定量与定性分析相结合的方法对新沂市新型工业化进行评价。新沂市新型工业化水平处于工业化中期阶段,存在工业化水平与质量相对较低、资源环境压力较大、工业化与社会发展不太协调、工业化保障条件不完善等问题。在此基础上,提出培育产业集群、实施信息化战略、推进城市化进程、实施节约战略、加快工业园区建设、调整考核机制等推进新型工业化进程的措施。

Taking county as the study object, the paper has constructed index system of new-pattern industrialization from industrialized level, industrialized quality and industrialized coordination and sustainability, and then adopted quantitative and qualitative analysis to evaluate new-pattern industrialization of Xinyi City. The results show that the level of new-pattern industrialization is in its middle stage, while some problems still exist, such as the lower industrialized level and quality, the bigger resource and environmental pressure, the low coordination between industrialization and social development, the imperfect guarantee conditions of industrialization. Based on analysis of the evaluation, the paper puts forward basic strategy to promote the new-pattern industrialization, which is cultivating industrial cluster, implementing information strategy, advancing urbanization, adopting saving strategy, constructing development zone quickly and adjusting examination mechanism.
