国有企业改革始终是我国经济体制改革的中心环节．为深化国有企业改革，必须坚持建立现代企业制度的改革方向；确实把国有企业改革同改组、改造、加强管理结合起来；实行鼓励兼并、规范破产，形成企业优胜劣汰的竞争机制；积极推进社会保障制度等项配套改革．

The reform of state owned enterprises is always the key link in the reform of Chinas economy system. To further their reform, we should keep to the orientation of establishing modern enterprise mangement systems, practrise the policy of combining re organization, reform and reenforced management, introduce the mechanism of annexing, bankcrupcy and competition, and establish social insurance and other systems.
