深化“体教结合”构建运动员文化教育新体系

Construction of a New System of Cultural Education for Athletes to Further Combination of Sports and Education

长期以来,我国运动员文化教育缺失问题一直未得到解决。运动员文化教育工作存在着管理体制和运行机制不顺,监督、保障机制不健全;对运动员文化教育重视不足,训练与学习时间分配不合理;体育系统教育管理水平低,教育资源薄弱;基础教育缺失,后续教育难以补救等问题。"体教结合"的结构包括3个层次,即:体育和教育行政部门的机制结合;体育学校与普通学校的结合;运动员运动训练与文化课学习的结合。运动员文化教育新体系由基础阶段、中级阶段和高级阶段组成,新体系强调"体教结合",与我国现行的教育体制相匹配。

The issue that athletes in China are lack of cultural education has not been settled so far due to a lot of reasons. They include an incomplete administrative system,unsmooth operation mechanism, inadequate monitoring and guarantees, less attention paid to the cultural education for athletes, unreasonable allocation of time for training and learning,low educational management level in the sports system, inadequate educational resources,weak educational foundation and failure to provide continued education. The structure for the combination of sports and education should include three main parts, namely, the combination of sports mechanism with administrative department of education,the combination of sports schools with normal schools and the combination of athletes＇ athletic training with their learning of educational courses. And the new system of cultural education for athletes is composed of the basic period, the intermediate period and the advanced period, which is consistent with the current athletic sports system in China and matches with the three-leveled administrative system in the athletic training in China.
