The paper analyzes the importance of examination paper designing from the humanistic, standardized and networking managing model, illustrates the scientific examination is the vital step of giving feedback of teaching information, testing and assessing the teaching quality from the aspect of the quality and management of examination paper designing, and points out that establishing the course teaching examination and evaluation system is the necessary tendency of the development of the macroscopic environment of current education and TV university.
