摘要 2009年2月17日,十一届全国人大常委会第十八次委员长会议听取了《国务院关于安排发行2009年地方政府债券的报告》有关情况的汇报,地方债发行已是箭在弦上。俗话说,兼听则明,我们不妨看—看，国外地方政府发债有哪些经验。
