通过对太湖蓝藻大面积污染事件及其处理回顾,阐述了中央与当地各级政府处理环境保护突发问题的重大措施与宝贵经验。"后蓝藻时代"的综合治理,必须进行"生态补课",实行有偿排污,通过创新环保运营机制,建立流域生态补偿机制。运用社会学理论,分析公共行政、经济增长、道德规范在环境与社会互相关系中的作用。而加强环保行政的自身建设和自身管理,以及确立环保责任制是"太湖蓝藻事件"及其处理过程中给与我们的重要启示。

By reviewing Cyanobacteria Event in Tai Hu Lake, the article expounds the central and local governments＂ important measures and valuable experience to deal with sudden environmental events. Comprehensive control in ＂the post-cyanobacteria era＂ should have ecological refresher, carry out paid pollution discharge, and set up the ecological compensative mechanism in the river basin by new environmental protection operation mechanism. Based on sociological theory, it analyses the role of public administration, economic growth and moral norm on relationship between environment and society. The important enlightenment from Cyanobacteria Event in Tai Hu Lake is that we should strengthen self-construction and self-management in environmental protection administration, and establish responsibility system of environmental protection.
