Explore the New Model of Community Health Service

大连市卫生局在认真学习《中共中央、国务院关于卫生改革与发展的决定》精神，深刻领会卫生改革方针政策的基础上，统一了思想，更新了观念，充分认识到搞好社区卫生服务是卫生工作的重大改革，是城市卫生服务改革的关键。在市委、市政府的支持下，对城市卫生服务体系的改革、社区卫生服务和模式进行了探索。并阐述了发展和完善社区卫生服务的指导思想、总体目标和服务内容；同时强调了在发展社区卫生服务时，要加强领导，为其提供组织保障，突出预防保健的战略地位，增加投入。

ealth bureau of Dalian city learnt and acted seriously in the spirit of the 《the decision about reform and development of health of the state council of the central committee of the Chinese Communist Party》,grasped the essence of general and specific policities,united thinking,broke away from outdated traditional modes of thought,they have have a full undertanding that the community health service is a great reform of health work,is a key of health service reform in city.Under the support of municipal party committee and administration,they explored the model of community health service.And they expourded guiding ideology,total objective and service content to make community health service developing and perfect.While developing community health service,under the leadership of the correlated department,provide organizational guarantee,stress the strategic position of preventive health,increase input,set up the requisite compensatory system,and perfect the function of community health service progressively.
