摘要
针对国际漫游结算市场中的资费逆向选择现象,分析了漫游业务量定向方式引入后的积极影响;通过对几种漫游业务量定向实现方式的比较分析,可知目前的几种控制方式均不能保证百分之百的业务量定向控制实现;移动运营商在漫游业务量定向决策时需综合考虑多方面的因素,在具体实施过程中应采用灵活的控制实现方式。
The wholesale price cannot reflect the market demand of international roaming, which induces the operators＇ opportunism behavior and causes high international roaming charges. Perfect traffic steering control will improve markets efficiency. By comparing several traffic steering control method, this article shows that none of them is 100% efficient. Finally, some key criteria are proposed for mobile operator to adopt flexible traffic steering control.
