摘要
针对根据配电企业的网络性特点,建立了配电网规模与经济、社会发展水平协调程度以及考虑环境因素影响的配电网直接产出的完整的配电网投入产出综合评估指标体系。运用模糊数据包络分析法,将该评估指标体系应用于重庆市12个地市配电网2006年建设规模的评估。通过实证显示:该评估时期内配电网规模与经济社会发展协调度较好;配电网投入产出总体综合效率较好。并对影响效率的因素及其冗余进行了分析,为未来配电网科学规划及促进有效竞争提供了决策支持。
Evaluating the overall utilization efficiencies of distribution network is an important precondition for guiding the network programming and investment, and promoting the competition. A two-lever of evaluation index system is proposed which includes the scale of distribution network in harmony with both the current economy and the society development and the direct output of the distribution network. By means of fuzzy DEA method, and applying the above mentioned system for construction scale evaluation to the distribution network of twelve regions in Chongqing constructed in year 2006, the empirical results demonstrated that the coordination between the distribution network scale and both the development of economy and society is better during the evaluation period; also the overall utilization efficiency of distribution network is better too. At the same time, the other factors affecting the efficiency and their redundancy are analyzed . so this method can provide a decision support for the future programming and investment of distribution network and promoting the competition.
