摘要
通过对石油企业QHSE管理中"人、机、物、环、法、技、测、管"八个方面存在问题的分析,提出了QHSE自主管理的概念,实现"七个转变"的思路,建立健全QHSE科学理性的理念、先进有效的方法和完善的制度标准"三大体系"内容,深化"全过程受控、全员责任落实和全面本质安全""三位一体"的管理主线建设方法,阐述了建立应用"自我风险管理的‘五步法’和ACT卡,自我责任约束的目标分解承包和员工轮流担任监督员,自我素质提升的资质认证式培训考核,QHSE‘纵横立体责任防护’建设,强化监督管理和开展‘四无’自主管理班组创建活动"六种QHSE自主管理模式。
Through the analysis of problems at eight aspects of "human, machine, material environment, law, technology, measurement and management" in the QHSE management of petroleum enterprises, the concept of QHSE autonomous management has been presented, followed by the realization of the idea on "seven transformations". Then, three systems have been established and perfected, which include the scientific idea of QHSE, the advanced and effective methods and perfect system standards. At the same time, the control of entire process, the execution of responsibility for everyone and the security of all-round quality have been enhanced as the main method of management "the integration of three parts". At last, six QHSE autonomous management modes have been explained, including the application of "five steps" of self risk management and cards of ACT, the goal decomposition of self-responsibility restriction and the rotation of stuffs as the supervisors, the training and examination of quality certification for improving selfquality, the construction of QHSE responsibility precaution of all sides, the enhancement of supervision management and the development of group construction activities about "Si Wu" autonomous management.
