经济系统对资源环境影响的评价指标体系研究

A Study on Index System for Assessing the Impact of Economic System on Resources and Environment

当前经济系统运行对资源环境支撑的需求越来越大。以致原有的资源存量和环境容量变得越来越相对有限，甚至影响到经济系统本身的运行。采用将经济系统视为1个相对独立的系统，将其对资源环境的影响作为经济系统的属性来进行考察和评价。在进行指标评价的过程中，将经济系统按运行环节划分为生产、消费、还原3个子系统，影响指标的选取分为物质、能源、环境3个维度，同时还兼顾了经济系统结构的影响，由此构建出新的评价指标体系。在评价过程中用熵值法突出变化较大的指标的权重。最后的案例分析得出北京市1995～2004年间经济系统对资源环境的影响呈逐渐下降趋势的结论，并给出了相关的原因分析。

The current economic system demands more resources and environmental supports. The impact on resources and environment was herein attempted to analyse as one of external attributes of the economic system. In the process of index assessment, learning from the ecological system theory, the economic system was divided into three subsystems, i.e., production, consumption and reduction, whilst each one had three dimensions of impact, namely, material, energy and environment. Structures of the economic system were also taken into account to establish a new evaluation index system. The entropy method was used for giving weights to different indicators. An analysis on the case of Beijing in the period of 1995-2004 has indicated that the economic system impact on resources and environment had a gradually declining trend whilst the reasons and policy suggestions were given as well.
