风景名胜区公众参与制度研究

Study on Public Participation of Famous Scenic Sites of China

公众参与作为民主政治的重要方式,是社会主义民主政治发展的必然要求,有助于推进和谐社会的建设。目前,我国在城市规划、环境保护等领域具有一定的公众参与研究和实践,取得了一定的成绩和经验,但在风景名胜区保护管理领域的相关研究与实践很少。阐述了风景名胜区建立公众参与制度的重要意义,深入研究分析了风景名胜区公众参与的原则、内容、主体、方法、程序、司法救济等重要方面,最后提出了相应的保障措施。

As the important mode of democracy, public participation is the necessary requirement of socialist democracy which is beneficial to promote the establishment of the harmonious society. At present there are some research and practices of public participation on urban planning and environmental protection which obtain some achievement and experience, but few for protection and management of famous scenic sites. The paper discusses the significance of public participation of famous scenic sites, and analyses the important aspects of public participation of famous scenic sites which include principle, content, principal part, method, procedure, iustice relieve, etc. Finally, it brings forward the measures to advance the establishment of public participation system of famous scenic sites.
