摘要
本文论述宽带的基本概念(相对性,历史性)以及推动和实现宽带化的意义。强调开发关键应用的重要价值。还讨论了政府、企业、学研和社团四者的关系,由政府主导推动宽带化的必要性。
The paper presents the basic conception of broadband （relative and historical） and the meaning on pushing and realization of broadbandization. Emphasiating the important value for developing key application. Then, discussing the relationship of government, enterprise, research and society and indicate that government occupies the guide position.
