摘要
政府首先要对社区卫生服务站进行定性、定位。只有定性准确,任务明确,才能做到"有的放矢"。社区卫生服务站应该是公益性福利事业单位。政府对社区卫生服务的投入也就是两个方面:一是房屋和基本医疗器械设备等硬件方面的建设。二是医务人员的工资、技术培训等软件建设。对于社区卫生服务站的医务人员也应像对待教师一样,工资待遇按基本工资加绩效考核工资发放。实行收支两条线,人员工资与工作任务的质量和数量挂钩,与医院经济收入脱钩。
At first, the government should determine the nature and position of Community Health Service (CHS) stations. Only with the accurate nature and the clear task, CHS could reach the target goal. CHS stations should be welfare institution for the public good. Government investment into CHS include tow parts: one is concerned with hardware construction such as housing and basic medical facilities; the other is about software construction such as the wage of medical personnel and their technical training. In addition, medical staffs in CHS stations should be treated as the same as teachers and the wage should be based on basic pay and performance. This means revenue and expenditure are managed separately and staff salaries are related to the quality and quantity of their work, no connection with the economic benefits of stations.
