云南新型毒品蔓延的规律和特点是:新型毒品违法犯罪形势严峻,查获的新型毒品大多来自国外和省外等6个方面,打击新型毒品的瓶颈是法律法规滞后,公安机关在打击处理新型毒品上成本过高,对吸食新型毒品的检测难度大,毒品掺假给司法实践带来了难题。要遏制新毒毒品必须完善对新型毒品界定和量刑的相关立法,提高认识,加大对新型毒品的打击力度。
