New rural construction is the key duty to build a well of society, which is the foundation to constructs the socialist harmonious society, the demand to solve the problems of agricultural administrative department, agriculture research institute and agriculture college and the demand to accelerate the development in western China. Through spot investigation by taking new rural construction in Yinchuan as an researching object, an deep-oing understanding of the current situation, problems and countermeasures in the process of new rural construction was obtained.
