以慈善捐赠为主要内容的第三次分配，是我国分配格局中的重要组成部分，在缩小贫富差距、实现社会公平、缓解社会矛盾、促进社会和谐中具有前两次分配不可替代的作用。由于启动晚，困难多，目前还没有形成普遍的捐赠救助社会习惯和公众行为，因此需要从政府、企业和社会文化三个层面来推进第三次分配体系建设。
