推动森林认证实现湖北森林可持续经营

On Development of Forest Certification and Sustainable Forest Management of Hubei

森林认证通常包括森林可持续经营的认证和林产品产销监管链的认证。本文介绍了森林认证的目的、意义，森林认证的主要目的一是提高森林经营水平，实现森林的可持续经营，二是通过森林认证，可以稳定林产品的现有市场，并促进其进入新的市场。也介绍了森林认证的程序，包括中请、实地考察、文件审查、实地评估、复查、认证、标签、定期检查等。分析了湖北森林资源的现状，认为森林认证是实现湖北森林可持续经营的有效途径。只有通过各方面参与，重视森林认证工作，才能实现湖北林业中部崛起的战略目标。

Forest certification consists of the certification of sustainable forest management and that of production and marketing supervision chain. This paper presents the two major destinations of forest certification and its significance, the one of which is to achieve the sustainable development of forest by increasing forest management level, the other to stabilize the present market of forest products and open up potential markets. Second, the procedure of forest certification is addressed consisting of application, field survey, documentation review, evaluation on the spot, recheck, verification, labeling and regular inspection. Third, an analysis of present forest resources in Hubei indicates that forest certification is an efficient pass of sustainable forest management of Hubei. Only after the participation of all levels and importance attached to the forest certification, can the rehabilitation of Central China be achieved.
