摘要
在综述洪涝灾害特性和介绍情景分析方法的基础上,阐述运用流域洪水风险情景分析技术进行防洪战略决策研究的优点,系统介绍英国未来洪水风险情景分析技术的研究方法、主要结论及其成果的应用情况。以太湖流域为例比较我国与英国在洪水特性、经济社会发展、洪水管理体制等方面的异同,总结在太湖流域开展洪水风险情景分析技术应用研究的特点,并提出相应的建议。
Based on review of characteristics of flood disaster and scenario analysis techniques, the advantages of using the river basin flood risk scenario analysis technique are described. The research method and the application of main conclusions and results of techniques for scenario analysis of future flood risk in the UK are presented. According to the differences between the Tai lake basin and the UK in flood characteristics, economic social development, and flood management systems, the application characteristics of Tai Lake basin flood risk scenario analysis techniques are described, and corresponding recommendations are made.
