废旧电器再生利用产业链价格形成机制探讨

Probe into Price Mechanism Formed of Industry Chain of Recycling and Reusing Waste Electrical and Electronic Equipments

废旧电器的回收再生利用已引起社会各界重视,其产业化具有广阔前景和重大意义,产业链价格理论与形成机制是促进产业健康发展需要研究的关键问题。废旧电器回收再生利用价格形成与运行机制研究应以产业链协调发展为原则,用循环经济理论,兼顾我国现阶段废旧电器的垃圾和商品两个属性,从技术、经济、社会三个层次研究其回收再生利用物质、价值和行为三个形态循环机理与互动关系;考虑自然资源资本,基于新价值观用资源经济学理论研究产业链价格理论、定价模型、形成机制与协调原理;以产业链有效运行为目的,研究特许经营下再生利用补贴政策与实施机理,形成价格市场竞争与合理补贴系统理论,提供产业可持续发展决策借鉴。

Personalities of various circles pay attention to recycling and reusing waste electrical and electronic equipment （WEEE）. Its industry is of important significance and vast foreground. Industry price theory and mechanism is the key problem of industry development. Its price mechanism research should, from three aspects of technology, economy and society, study the recycling mechanism and its relation in three forms including substance, value and behavior, based on the industry chain coordination growth, and circular economic theory. Value recycling has to consider the capital of nature resource and the cost of environment protection and resume, which are used to analyze the process of value-added and value-keeping, to study industry chain price theory, pattern, mechanism, and coordination principle. By studying subsidy policy and operation system under BOT, this paper form systematic price theory of market competition and rational subsidy for industry chain operation and industry development decision.
