摘要
一直以来,我国公务员的薪酬安排复杂而混乱,其中的主要问题在于没有透明的薪酬结构体系,同时缺乏公众有效的评价机制。本文针对现行公务员薪酬制度的非效率性进行了具体分析,并运用产权理论和人力资本理论对公务员薪酬进行产权界定和定价,最后结合国外经验,探索性地提出了公务员合理的薪酬标准以及改革公务员薪酬制度的对策。
All along, China's civil service pay arrangements complex and confusing, the main problem is that there is no transparent system of pay structure, at the same time the lack of effective evaluation mechanisms for the public. This paper analyzes the existing civil service pay system for non--efficiency and the use of property rights theory and human capital theory in defining and pricing a civil service pay, and finally combine the foreign experience to give the of the countermeasures.
