摘要
本文分析了日本在农地流传方面具有就业缓冲和增收致富功能,阐述了就业缓冲的形式及其对经济恢复和发展的基础作用,赞同小农所有的规模化和现代化的模式是有生命力的观点,认为日本社会稳定和整体实力的迅速增强是与维护小农的根本利益分不开的,其反过疏化的政策扶持了小农在本地区的增收致富与发展,尤其是农地流转的控制权始终掌握在小农手中,使得小农能够排除其他利益集团的干扰,通过保有农地的长期所用权来分享经济增长的成果,并提出值得我国在农地流转方面的借鉴意义。
This paper deals with the effect of farm land transfer on mitigating unemployment and increasing income in Japan. It is stated that unemployment mitigation can be attained in different ways and facilitate economic stability and development. The viewpoint in this paper is that scaled and modernized production under such farmer-ownership will be vitalized, and has much to do with social stability and economic performance. The government policy of anti-depopulation encouraged the small farmers to work and develop within the areas where they were living. The farmers have the right of transferring farm land, so no other interest groups can interrupt. With the right of long time using the land, they have their shares in enjoying the fruits of economic growth. We can learn a lot from Japanese success in farmland transfer in our economic reform in rural areas.
