Innovation of Government Procurement System: Obesever from Three Perspectives

作为激励技术创新的通行做法,政府采购已为西方发达国家广泛采用。从组织机构、法律体系、优先制度三方面对美国、德国和韩国等典型工业化国家以技术创新为取向的政府采购制度进行比较,以促进技术创新为目标,应改进我国政府采购的组织架构和管理体制,完善与《政府采购法》配套的条例和实施细则,重视技术采购对自主创新的积极作用,探索适用于我国实际的技术采购模式。

In developed countries, government procurement has been widely used as an instrument to stimulate innovation. After making comparisons on the organizations, legislations and priority systems about their government procurement systems guide for technology innovation between indusrial countries including America, Germany and Korea, the aims, basic functions and conducting effects of technology procurement are discussesed. For the purpose of promoting innovation, the organization and management system of government procurement in China should be improved. At the same time, the government should perfect regulations and implements along with ＂the government purchases law＂, and take the positive role that technology procurement to independent innovation seriously, and explore technology procurement patterns applied to our country.
