我国建筑节能的发展思考

Consideration for China Building Energy Saving

本文在说明我国的建筑节能和节能建筑的发展情况的基础上,分析了近年来发展中出现的几个误区,探讨了节能建筑与建筑节能之间的辨证关系。提出节能建筑不但要注重节能设计更要注重落实,要区分住宅和公共建筑建立完善的能效标识和处罚激励制度,避免限制用能一刀切和节能建筑贵族化。建筑节能不但要注重节能建筑更要注重后期管理,要加强用户的宣传,完善建筑能耗的检测、统计、审计和披露制度。没有绝对的节能建筑,只有相对的建筑节能,建筑节能是一项长期的系统工程,需要各方持续的协调努力和实际落实。

The contradiction-relation between building energy saving and energy saving building was discussed. It＇s found that there is no absolutely energy saving building but only comparatively building energy saving. After Analysed several misunderstanding and misapply on energy saving development, several advices on China＇s building energy saving development were put forward.
