摘要
通过对现有的雨洪资源效益识别方法例如列表法、解析法、图解法的分析,认为它们都存在着仅从雨洪资源的单一角度考虑效益产生的片面性问题。根据我国雨洪资源利用的实践经验,提出雨洪资源利用功能与需求耦合效益识别法。这种方法以用水系统为主线,一方面从雨洪资源所具备的功能属性进行识别,比如水量、水质、水能、净化功能等;另一方面从城市、区域对雨洪资源的接纳和需求能力进行识别;然后功能与需求、供给与需量、主动与被动进行对接和耦合,识别出具体效益并进行合并归类,将其分为经济效益、生态环境效益和社会效益三大类。以白城市为例进行分析,认为此方法识别准确,结果可靠,为进一步进行雨洪资源的综合效益分析奠定了良好的基础。
There is one-sidedness in the existing methods of benefit identification in rain and flood resources utilization such as the tabulation method, analytical method and illustration method, because they only concern benefit from rain and flood resources. Based on practical experience in China, a new benefit identification method of coupling function and demand is proposed. The method focuses on water use system. It identifies benefit from functional properties of rain and flood such as water quantity, water quality, and hydropower and purifying function and so on. And it also identifies benefit from acceptability and demand ability of cities or regions for rain and flood. Then, concrete benefits are identified and classified into direct economic benefit, eco-environmental benefit and social benefit, by coupling the function and demand, supply quantity and demand quantity, initiative and passivity. Baicheng City was taken as a study case. The results show this method is helpful for further study on comprehensive benefits of water and flood resources.
