西部经济发展的新思路——设立重庆内陆自由港实现经济跳跃发展

A New Way of the Economical Development of Western China: Setting up the Chongqing Inland Free Port to Realize the Skip Development of Economy

要缩小东西部经济发展差距,必须借助外部的力量加大开发度,以大开放促进大发展。文章大胆提出在西部中心城市重庆设立自由港带动西部地区经济的跳跃发展。重庆肩负的历史使命和其在区域经济发展中的重要地位迫切需要建立内陆自由港。国外设立自由港开发落后地区的先例、邓小平理论中关于内地再造几个"香港"的构想以及重庆自身的有利条件又使重庆设立自由港具有可行性。根据重庆的经济社会实际情况,文章提出了设立重庆内陆自由港的基本构想。

In order to narrow the economical gap between eastern China and western China, we must open more rapidly with the aid of external strength to promote the economical development of western China. It is suggested boldly that constructing the inland free port in Chongqing, which is the central city of western China, is the new way of speeding up the economical development of western China. We need badly to set up the Chongqing inland free port because of the historical mission of Chongqing and its important role in the development of regional economy. The feasibility of constructing the inland free port in Chongqing comes form three facts： firstly, there are some previous cases that the foreign inland free ports can drive the development of backward region; secondly, Deng Xiaoping once said that we should build more developed regions like HongKong; lastly, Chongqing itself owns special advantages. Basing on Chongqing＇s present social and economical situation, we put forward our fundamental plan of the inland free port.
