地方立法听证探析

The study of local legislative hearing

立法听证是一种重要的民主立法形式。我国把立法听证纳入地方立法程序,对于促进我国的民主化进程具有非常重要的意义。但由于地方立法听证制度在我国实践的时间短,还存在着许多不足。这就严重影响了我国地方立法听证的发展,进而影响着地方立法的民主化。针对其存在的问题,本文提出了相关制度建议。

Legislative hearing is an important form of democratic legislation. To bring the hearing into the local legislation has a great significance in promoting our country＇ s democracy. But because the local legislative hearing has a short practicing period of time, it has a lot of shortcomings which seriously influence the development of our country＇ s local legislative hearing, thus influencing the democracy of the local legislation. Aiming at these shortcomings, this paper offers some suggestions about the system.
