The Way to Great Power in Higher Education:Japanese Experiences and Its Implication

日本近代高等教育经历了自明治时期以来100多年的历史,由模仿、探索走向创新,最终形成具有日本自身特色的高等教育模式。日本的迅速崛起与日本重视教育、坚持教育先行的战略有莫大的关系,尤其与高等教育政策有密切联系。日本高等教育由弱到强的发展历程显示,日本把发展高等教育作为建设强大国家的战略,改革均以立法形式推进并设立专门的政策咨询机构。

Japanese modem higher education has experienced the history of 100 years development since the Meiji period, from imitation, exploration towards innovation, eventually it has formed its own higher education model which has Japan＇s own characteristics. Japan＇s rapid rise has a great relationship with its emphasis on education and insisting education first strategy, especially higher education policy. The course of development of higher education from weak to strong in Japan shows that the Japanese put the development of higher education as a strategy for building a strong country, the reform are to be promoted by legislation and special policy advisory body are set up.
