An Analysis of Questionnaire on Public Participating in Environmental Protection

公众参与环境保护得力量,是一种蕴藏着巨大潜能的力量,也是一种可持续发展的力量。在哈尔滨进行的公众参与环境保护问卷调查表明,广大公众对环境保护问题越来越关心,参与环境保护的积极性也越来越高。但是,从中凸显出来的公众参与环境保护的法律法规不健全、环保NGO组织发展滞后、公众参与渠道不畅等问题也亟待解决。应建立健全环境污染和环保问题相关法律制度,加大力度发展民间环境保护组织,促进对我国公众环境权的确认,提高公众的环境保护意识,完善公众参与环境保护的相关制度,进一步推动环境保护事业的发展。

The power of the public participating in environmental protection is that of possessing great potential and sustainable development. And the questionnaire on the public participating in environmental protection in Harbin reveals that broad masses concern more about environmental problems and show more enthusiasm about it. However, the questionnaire also demonstrates some problems needed to be solved, i.e. imperfect law and regulation in participating in environmental protection, slow development of nongovernmental organization （NGO） on environmental protection, and unsmooth channel in participating in environmental protection. Therefore, we should establish relevant legal system on environmental pollution and protection, and nongovernmental organization, and promote the recognition on public environmental fight, the awareness of the public＇s environmental protection, and the development of environmental protection cause.
