Strengthen the Planning and Management of Underground Pipelines to Promote the Development and Exploitation of Underground Space

地下管线是城市重要的基础设施,地下空间是城市的公共资源。本文分析了加强地下管线规划管理的必要性。并从规划的编制、审批、监督等环节就加强地下管线规划管理提出了若干措施。

Underground pipelines（ UP）are an important infrastructure of the urban city and underground space is a public resource of the city. This paper analyzed the necessity of strengthening the planning and management of UP and proposed several measures for creating, approving and managing development plans of underground pipelines.
