试析完善我国社会保障体系的对策

目前我国社会保障体系存在着社会保障制度发展不平衡、社会保险基金严重短缺,保障功能十分脆弱、社会保障责任划分不明确等主要问题。因此,完善我国社会保障体系应提高社会保障的社会化程度,扩大社会保障安全网的覆盖面;建立稳定可靠的社会保障筹资体系;明确社会保障责任;建立健全社会保障服务和管理体系。

At present, the social security system have some problems such as the development of the social secu- rity system unbalanced, the social insurance fund shortened, the security function weakened etc. Then to improve the social security system should improve socialization grade of the social security, expand the overlay surface of the social security web and so on.
