摘要
公务员绩效考核的结果使用和管理,是整个公务员考核承前启后的工作。《公务员法》和《公务员考核规定(试行)》的颁布和实施,使得公务员考核的结果管理工作也逐步进入规范化、科学化、法制化的轨道。然而,公务员考核工作的主要目的不是考核这个环节,也不是为奖惩提供依据,而是通过考核以及结果管理等配套措施,提升公务员绩效。但公务员考核在现实执行中,还存在考核结果处理的任务性而非过程性、结果处理不规范不准确等问题,为此,我们必须从绩效沟通、结果反馈等方面改善公务员绩效结果管理。
Performance assessment serves as a record of a civil servant.The promulgation and implementation of Civil Servant Law and Protocol Regulation of Civil Servant's Performance Assessment enhance the standardization,scientificality and legalization of its result management,whose emphasis is laid on service improvement instead of job evaluation nor providing a basis for reward and punishment.However,problems still arise with its implementation,such as non-progressiveness,inaccuracy and non-standardization.Correspondingly,measures shall be taken to improve the result management like facilitation of communication and exploration of feedback channels.
