Therefore, it is imperative to restructure and upgrade this industry. In the context of the competitive globalization, the Chinese textile and garment industry should not only have strong competitive enterprises to participate in international competition, but also have to enhance regional and overall competitiveness. The Pearl River Delta and Yangtze River Delta have focused on nearly about 2/3 capacity of the textile and garment production. So upgrading and coordinating development the two industrial bases are important to the Chinese textile and garment industry.
